Mustaqillik yillarida davlat mulkini xususiylashtirish, uni asosan xususiy mulkka sotish bo‘yicha keng miqyosli ishlar amalga oshirilishi natijasida 31 mingdan ziyod davlat korxonalari va ob’ektlari mulkchilik shaklini o‘zgartirdi.
Hozirgi vaqtda ishlab chiqarilayotgan yalpi ichki mahsulotning 82,5 foizdan ko‘prog‘i, sanoat mahsulotining va pudrat ishlari hajmlarining 90 foizdan ortig‘i, qishloq xo‘jaligi va savdo sohasining deyarli barcha mahsuloti iqtisodiyotning nodavlat sektori ulushiga to‘g‘ri kelmoqda.
Xususiylashtirish jarayonlarining chuqurlashuvi, iqtisodiyotda davlat ishtirokining kamaytirilishi hamda xususiy mulkchilikning roli va ahamiyati oshirilishi istiqboldagi ijtimoiy-iqtisodiy rivojlanishning g‘oyat muhim ustuvor yo‘nalishi bo‘lib qolmoqda.
Shu bilan birga, tabiiy monopoliyalarning ustunligi hamda monopoliyaga qarshi samarali tartibotlarni amalga oshirish, haqiqiy raqobat muhitini shakllantirish, korxonalarning va ular tomonidan ishlab chiqarilayotgan mahsulotning, umuman mamlakat iqtisodiyotining raqobatdoshligini oshirishni rag‘batlantirish borasidagi tashkiliy va amaliy chora-tadbirlarni shakllantirish bilan bog‘liq ko‘pgina masalalar hamon hal etilmay qolmoqda.
Shu jihatdan olganda O‘zbekiston Respublikasining yaqinda qabul qilingan “Raqobat to‘g‘risida”gi qonunida nazarda tutilgan me’yor va talablarni amalga oshirish bo‘yicha aniq chora-tadbirlar ko‘rilishi katta ahamiyat kasb etadi. Bunda tovar va moliya bozorlarida raqobatni cheklashga hamda ustunlik mavqeini suiiste’mol qilishga olib keladigan xatti-harakatlarga yo‘l qo‘ymaslikka, shuningdek, nohalol raqobatni, tovarlar (ishlar, xizmatlar)ning narxlarini sun’iy ravishda oshirish yoki tushirib yuborishni taqiqlashga alohida e’tibor qaratilishi lozim.
Bu ishlarni faollashtirish uchun qilinayotgan sa’y-harakatlarni jamlash, xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish bo‘yicha ishlarning bajarilishini ta’minlaydigan davlat institutlarini yanada mustahkamlash muhim ahamiyat kasb etadi.
Bozor iqtisodiyotining asosi bo‘lmish davlat mulkini xususiylashtirish jarayonlarini yanada chuqurlashtirish va xususiy mulkchilik ko‘lamini kengaytirish, monopoliyaga qarshi samarali tartibotlarni amalga oshirish hamda real raqobatchilik muhitini shakllantirish, fond bozori, xususan ikkilamchi fond bozorini jadal rivojlantirish, korporativ boshqaruv tizimini tubdan takomillashtirish maqsadida:
1. Tugatilayotgan O‘zbekiston Respublikasi Davlat mulkini boshqarish davlat qo‘mitasi hamda O‘zbekiston Respublikasi Monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi negizida O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi tashkil qilinsin.
2. O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasining asosiy vazifalari va faoliyat yo‘nalishlari etib quyidagilar belgilansin:
xususiylashtirish jarayonlarini chuqurlashtirish, xo‘jalik yurituvchi sub’ektlarning ustav jamg‘armalaridagi davlatga tegishli aktivlarni hamda aksiyalar paketlari (ulushlari)ni xususiy mulkka sotish, davlat mulkining xususiy mulk egalariga sotilishida ochiqlik va oshkoralikni ta’minlovchi davlat tasarrufidan chiqarishning yangi shakl va usullarini joriy etish, investorlar tomonidan qabul qilingan investitsiya majburiyatlari bajarilishi ustidan monitoring olib borish bo‘yicha tizimli chora-tadbirlarni ishlab chiqish va amalga oshirish;
eng avvalo, aksiyadorlik jamiyatlarining kapitallashuvi va rentabelligi o‘sishini rag‘batlantirish hisobiga fond bozori, ayniqsa ikkilamchi fond bozorini rivojlantirish, tadbirkorlar va aholining xabardorligini kengaytirish, ularning birja operatsiyalarida faol qatnashuvini ta’minlash, bozor infratuzilmasini yanada takomillashtirish, savdolarni elektron shaklda o‘tkazishga to‘liq o‘tish chora-tadbirlarini tizimli asosda amalga oshirish;
aksiyadorlik jamiyatlarini boshqarishda aksiyadorlarning va kuzatuvchi kengashlarning rolini tubdan oshirishga, minoritar aksiyadorlarning huquqlari himoya qilinishini ta’minlashga, korxonalarning moliya-xo‘jalik faoliyati natijalari uchun ijro etuvchi organlarning aksiyadorlar oldidagi mas’uliyatini kuchaytirishga yo‘naltirilgan korporativ boshqaruv tizimini yanada takomillashtirish;
monopoliyaga qarshi samarali tartibotlar o‘rnatish hamda tovar va moliya bozorlarida raqobat cheklanishiga yo‘l qo‘ymaslik chora-tadbirlarini amalga oshirish, monopolistik faoliyatni cheklash va tabiiy monopoliyalar to‘g‘risidagi qonun hujjatlariga rioya etilishini nazorat qilib borish;
raqobat muhitini rivojlantirish uchun qonun hujjatlarini yanada takomillashtirish va zarur shart-sharoitlarni shakllantirish, tovarlar (ishlar, xizmatlar) bozorlarida, birinchi navbatda ichki iste’mol bozorida va reklama sohasida nohalol raqobatchilikka chek qo‘yish chora-tadbirlarini amalga oshirish, jamoat tuzilmalari bilan yaqindan muvofiqlashtirilgan holda iste’molchilarning qonuniy manfaatlari va huquqlari himoya qilinishini ta’minlash;
past rentabelli va zarar ko‘rib ishlayotgan korxonalarning moliyaviy-iqtisodiy holatini chuqur tahlil qilish, ularni birinchi navbatda yangi investorlarni jalb etish, modernizatsiyalash va texnologik qayta jihozlash, mahsulot tannarxini arzonlashtirish va ishlab chiqarish xarajatlarini kamaytirish, yangi raqobatbardosh mahsulotni o‘zlashtirish hisobiga moliyaviy sog‘lomlashtirish bo‘yicha kompleks chora-tadbirlarni ishlab chiqish va amalga oshirish;
iqtisodiy nochor korxonalarni tarkibiy qayta qurish va bankrot qilish borasidagi funksiyalarni bajarish, sudgacha va sud sanatsiyasini o‘tkazish, bankrot korxonalarning tashqi boshqaruvi bo‘yicha chora-tadbirlarni amalga oshirish.
3. Belgilansinki,
O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi O‘zbekiston Respublikasi Davlat mulkini boshqarish davlat qo‘mitasi hamda O‘zbekiston Respublikasi Monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasining huquqlari va majburiyatlari bo‘yicha huquqiy vorisi hisoblanadi;
O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasining o‘z vakolatlari doirasida qabul qilgan qarorlari vazirliklar, idoralar, mahalliy ijro etuvchi organlar, xo‘jalik sub’ektlari, mansabdor shaxslar va fuqarolar ijrosi uchun majburiy hisoblanadi.
4. Quyidagilar O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasining hududiy organlari etib belgilanadi:
Qoraqalpog‘iston Respublikasida – Qoraqalpog‘iston Respublikasi Davlat mulki qo‘mitasi hamda Qoraqalpog‘iston Respublikasi monopoliyadan chiqarish va raqobatni rivojlantirish qo‘mitasi negizida tashkil etilayotgan Qoraqalpog‘iston Respublikasi Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish qo‘mitasi;
viloyatlarda va Toshkent shahrida – O‘zbekiston Respublikasi Davlat mulki qo‘mitasining hududiy boshqarmalari hamda O‘zbekiston Respublikasi Monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasining hududiy boshqarmalari negizida tashkil etilayotgan Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish hududiy boshqarmalari.
Shunday tartib o‘rnatilsinki, unga muvofiq Qoraqalpog‘iston Respublikasi Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish qo‘mitasining raisini, viloyatlar va Toshkent shahar boshqarmalari boshliqlarini lavozimga tayinlash O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi Hay’atining qarori bilan, tegishli ravishda, Qoraqalpog‘iston Respublikasi Vazirlar Kengashi raisi, viloyatlar va Toshkent shahri hokimlari hamda O‘zbekiston Respublikasi Vazirlar Mahkamasi bilan kelishilgan holda amalga oshiriladi.
5. O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi va uning hududiy organlari qo‘mitaga yuklatilgan vakolatlarga muvofiq sudlarga ko‘rib chiqish uchun kiritiladigan da’volar bo‘yicha davlat boji to‘lashdan ozod etilsin.
6. Ikki hafta muddatda O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi faoliyatini tashkil etish to‘g‘risida O‘zbekiston Respublikasi Vazirlar Mahkamasining qarori qabul qilinsin.
7. O‘zbekiston Respublikasi Prezidentining “O‘zbekiston Respublikasining davlat mulkini boshqarish va tadbirkorlikni qo‘llab-quvvatlash Davlat qo‘mitasini tashkil qilish to‘g‘risida” 1994-yil 7-fevraldagi PF-758-sonli (5-bandi bundan mustasno), “O‘zbekiston Respublikasi Davlat mulki qo‘mitasining nomini o‘zgartirish to‘g‘risida” 2005-yil 4-maydagi PF-3603-sonli, “Monopoliyaga qarshi ishlarni tartibga solish va raqobatni rivojlantirish tizimini yanada takomillashtirish chora-tadbirlari to‘g‘risida” (7-bandi bundan mustasno) 2010-yil 26-fevraldagi PF-4191-sonli farmonlari o‘z kuchini yo‘qotgan deb hisoblansin.
8. O‘zbekiston Respublikasining Xususiylashtirish, monopoliyadan chiqarish va raqobatni rivojlantirish davlat qo‘mitasi O‘zbekiston Respublikasi Adliya vazirligi, boshqa manfaatdor vazirliklar va idoralar bilan birgalikda bir oy muddatda qonun hujjatlariga ushbu Farmondan kelib chiqadigan o‘zgartish va qo‘shimchalar to‘g‘risida O‘zbekiston Respublikasi Vazirlar Mahkamasiga takliflar kiritsin.
9. Mazkur Farmonning ijrosini nazorat qilish O‘zbekiston Respublikasining Bosh vaziri Sh.M.Mirziyoyev zimmasiga yuklansin.

1.1. При выдаче кредита частному лицу банк проводит анализ кредитоспособности заемщика.
1.2. Кредитоспособность заемщика определяется на основании его финансовой и кредитной истории, а также текущей финансовой ситуации.
1.3. Для определения кредитоспособности могут быть использованы следующие критерии

To unblock the card, you must contact the bank branch where the card was opened  with your identity document.
SMS notification for the Uzcard card can be activated through an ATM. SMS notification for the Humo card is activated through the bank branch where the card was opened.
You can order all cards in national and foreign currency remotely using the Milliy App.
  • If you have forgotten your card PIN, please come with your identity document to the bank where the card was opened.
  • If you the card (UzCard/HUMO) is lost, you can block it yourself using the Milliy Bank App or call (78) 148-00 10 and ask the operators to block the card.
The identification procedure is carried out remotely, directly in the Milliy application itself. To do this, on the main screen in the application, click on the photo_2023-04-28_11-16-22.jpg icon in the upper left corner, and then select the “Identification” option from the menu and go through all its stages.
  • To change the phone number registered in the Milliy App, please come to the NBU branch which is convenient for you with your identity document.
  • An e-wallet is a system to store funds, as well as transfer money through an app to an account or bank card.
  • When you reset your password, you enter the "secret question answer"
Currently, the NBU offers the following international money transfers: Western Union, MoneyGram, KoronaPay, Asia Express, Contact, Unistream, Swift, as well as Sberbank.
Users of the Milliy Mobile App can receive transfers from Russia using the Sberbank Online service to an electronic wallet in national currency, to an UzCard or HUMO card of the NBU.

The transfer is made in rubles. Upon receipt on an electronic wallet or card, it is automatically converted into UZS. No additional fees are charged.
  • Visa Direct is a service for money transfer using the Milliy Mobile App to more than 50 countries of the world, including Visa cards of Uzbekistan banks.
