JSC "Uzmilliybank": Navoi Region – The Most Convenient Location for Doing Business

30.07.2025

Located in the very heart of the Kyzylkum desert, Navoi Region stands out for its modern infrastructure, strategic location, and attractiveness to investors.
While traditionally known as a region specializing in industry, agriculture, and manufacturing, in recent years it has also become a growing hub for the service sector.

During a press tour organized by the Press Service of JSC "Uzmilliybank" for media representatives, several projects in both production and services were presented.
The tour began with a visit to the “Malik Rabot” banking services center.

Located in the Free Economic Zone of Karmana district, the center started its operations with only 5 employees, and today employs 37 people.
The “Malik Rabot” banking services center was established in 2012 and currently serves 475 legal entities, 146 individual entrepreneurs, and 28,949 individuals.

– To improve customer convenience, the bank offers three universal cash desks on-site and one retail cash desk outside the bank premises, – says center director Botir Samadov. – A total of 116 POS terminals were provided to legal entities and individual entrepreneurs.
This year, the bank allocated 5 billion soums in loans under three government programs aimed at ensuring the socio-economic stability of the region.
Additionally, as part of the implementation of the Presidential Decree dated September 14, 2023, "On Measures for the Financial and Institutional Support of Small Business Development", 4.312 billion soums in preferential loans were issued to 46 projects, creating employment for 131 unemployed citizens.
Within the framework of the “First Step into Business” program, loans amounting to 2.47 billion soums were issued to 297 individuals, also contributing to job creation.

The bank currently maintains strong partnerships with 10 major clients, which has resulted in the launch of new initiatives and the creation of new jobs.
Private clients actively use international money transfer services such as “MoneyGram,” “Asia Express,” “Western Union,” “Zolotaya Korona,” and “Contact.”

In recent years, special attention has also been paid to the development of services in the field of education.
In particular, the start of student admissions for the new academic year at the private “Parvoz” school in Kyzyltepa district highlights the growing demand and interest in private education.

The total cost of the project is 4.3 billion soums, of which 800 million soums were financed by the bank in the form of loans.

– Currently, we are enrolling students from grades 1 to 11, – says school founder Oybek Murodov. – Our school is designed for 240 students and will operate in a single shift.
We are carefully selecting our teachers, and to date, we’ve hired 27 educators. My spouse is also a teacher and will teach English.
Our goal is to provide high-quality and modern education in rural areas.
While public school classes often have 30–35 students, we limit class sizes to 20.
In the future, we plan to offer international IELTS examinations. We’ve already purchased the latest computer equipment.
Additionally, we plan to provide transport services for students commuting from distant areas.
We also intend to open a private kindergarten next to the school.

Today, Kyzyltepa district continues to see a rise in modern, creative, and exotic architectural developments initiated by local entrepreneurs.

One such example is the 5-story “21st Century” service and entertainment complex, launched by entrepreneur Nuriddin Habibov in the district center.
It includes clothing stores, a dining hall, a children’s playground, a mini karting track, and various retail and service outlets.

– Previously, there were no proper recreational playgrounds for children in our district. On holidays and weekends, families had to travel to neighboring Gijduvan or Navoi city for entertainment, – says Nuriddin Habibov.
– We received a loan of 2 billion soums from Uzmilliybank. As you can see, we launched a five-story service center. Our goal is to offer exemplary and high-quality services to our residents, especially children.
We continue to work on new projects in this direction.

In recent years, large-scale work has been carried out across the country to improve public transportation services, expand route networks, and update the fleet with modern, environmentally friendly buses.

The Presidential Decree dated February 16, 2023, “On Measures to Reform the Public Transport System,” serves as a guiding framework in this direction.

To implement this initiative, 60 buses were delivered to Navoi city with the support of JSC "Uzmilliybank"’s Navoi Regional Main Office and proactive entrepreneurs, using foreign credit lines from the China Development Bank.

Currently, all buses operate on designated routes across Karmana district and Navoi city.

– With the support of the bank, we also brought in 42 modern buses from China, – says Kamronbek Mirzayev, director of “NAVSHANTRANSXIZMAT” LLC.
– The total value of the project is 24.99 million Chinese yuan, of which 21.2415 million yuan were financed through the Navoi Operations Banking Services Center.
The buses are currently running on three routes.
Most importantly, the launch of public transport in the city has led to the creation of 100 new jobs.

During the press tour, media representatives also visited the second branch of the “Tinchlik Plaza” hotel in Navoi city.
The hotel features 70 modern rooms, 4 saunas, an indoor pool, and a unique outdoor pool offering comfortable conditions for leisure.
The complex also includes a panoramic-view restaurant for 150 guests, a fully equipped gym, a conference hall, and meeting rooms.

It’s worth noting that this hotel, located in a picturesque part of Navoi city, plays a key role in expanding the region’s tourism infrastructure, attracting both domestic and international visitors, supporting business tourism, and contributing to job creation.

On the second day of the press tour, media representatives visited “GIDRO-STANKO-SERVIS” LLC located in the Sputnik settlement of Navoi city.

This enterprise, which produces spare parts for light and heavy vehicles, has been expanding its production capacity since 2021 with the financial support of the National Bank and supplies its products both domestically and internationally.

During his visit to Navoi Region in November 2022, the President of Uzbekistan reviewed the activities of “Gidro Stanko Servis” LLC and instructed relevant authorities to increase the level of production localization.

Navoi Region is a heavily industrialized area.
The region hosts a significant number of mining, metallurgy, chemical, and energy enterprises.
Specializing in the production of industrial equipment and spare parts, “Gidro Stanko Servis” LLC actively implements the localization program in the industrial sector.

Currently, the company has localized over 100 types of equipment and more than 1,000 types of spare parts through cooperation.

What’s especially notable is that the company now focuses on expanding its product range as a primary objective.

– Our facility is equipped with modern machinery imported from Germany, Japan, South Korea, and several other developed countries, and skilled specialists have been brought in to enhance production efficiency, – says director Baxtiyor Hamroyev.
– We rely on the financial support of Uzmilliybank for the delivery and installation of advanced foreign technologies.
We are working closely with the bank to implement new projects and expand our operations.
Most importantly, the imported equipment stands out for its high quality, productivity, and speed — critical factors for our operations.

Undoubtedly, the comprehensive support provided by the bank for entrepreneurship is contributing not only to greater economic growth but also to increased employment and improved living standards for the population.
